Regarding the main topic, how to take a tactical stance, if you are using a controller, hold the gun in ADS mode and press the bottom of the four-way controller to enter a tactical stance with the gun held diagonally. I'm using a custom controller on PS5 that has buttons on the back of the original controller, and I think this is the default method for tactical stance.
